PTLC comprises six steps—study, select, plan, implement, analyze, and adjust. On the following pages is a description of and the goals for each step. Prior to beginning the cycle, teachers will have analyzed student achievement data to identify a specific standard or standards on which many students are not proficient.

The concept development phase follows the exploration, where students analyze and interpret the collected data. Students here are allowed to build a comprehension of the ideas through interaction with the materials collected. Lastly, the concept application is when the students should apply the newly acquired concept in different contexts and relate it to the held conceptions.
Learning cycle groups require that students be categorized according to their abilities to grasp the contents taught. They can be grouped depending on the characteristics that they share in common. Those who have mastered the content and skills are engaged in enrichment practices.
In the model, concept application is seen as the last and third step but not the final step since it is a cycle, and the cycle keeps on repeating itself from the first step to the third over and over without an end. Suppose a student or a group has not understood well everything taught. In that case, the teacher might start afresh with them from the first step of exploration through concept development and concept application. The learning cycle is continuous in the classroom, and it should repeat itself repeatedly irrespective of the subject and topic.
Students are offered materials and activities during the exploration phase that permit them to explore a new phenomenon and indulge in asking questions. Students are briefly introduced to a topic and given an activity to accomplish independently or in learning cycle groups. Students investigate questions while developing critical thinking skills concerning the taught subject. The teacher prepares by assembling required resources that the pupils will utilize. Also, the teacher offers procedures, whether written or oral, to the students to carry out activities. The teacher leads the students to do the exploration and confirms that they collected the required appropriate data. The teacher must ensure that the collected data is correct and accurate. In this phase, the teacher gives a brief introduction that ties a new concept to prior knowledge and allows the students to explore on their own by stepping back.
